You can unlock the ability to unlock new characters in the Manage team menu by increasing your player level, which you can do by taking part in races.
Once you have unlocked a character, you will then need to go to the Manage Team menu, which you can access from the main menu, and then purchase the character with Red Star Rings.
You can also unlock characters by taking part in special Events.
